Fulfilling The Righht to Information : Baseline Assessment on Access to Information in East Nusa Tenggara Indonesia

Information is a fundamental need both for individuals and for society at large. The right to information is a basic human right, and freedom of information is essential to good governance and a properly functioning democracy. Freedom of Information (FOI) plays a key role in supporting public oversight of government. and proper management of information is an essential part of e orts to create an informed society. All public bodies, including the legislature, executive, and judiciary, have responsibility for ensuring freedom of information, and this responsibility also extends to non governmental organisations involved in the delivery of public services. Two years on from the adoption of Freedom of Information Act No. 14/2008, there is a need to ensure that all public bodies are aware of their responsibilities for managing information in line with the principles of good governance, transparency and accountability. The research presented in this report represents part of e orts by the Government of Australia through its Australia Nusa Tenggara Assistance for Regional Autonomy (ANTARA) programme to support implementation of the Freedom of Information Act in East Nusa Tenggara (NTT). In particular, the research charts progress and challenges in implementation of Law 14/2008 based on the experiences of selected public agencies within the NTT Provincial Government, Kupang Municipal Government and South Timor Tengah District Government.
